The Foundation does not make grants to individuals and rarely for endowments, building campaigns, direct services, deficit financing, or religious purposes. Grant funds may not be used to participate in or intervene in any political campaign on behalf of or in opposition to any candidate for public office or to conduct, directly or indirectly, any voter registration drive (within the meaning of Section 4945(d)(2) of the Internal Revenue Code). Grants are not made for debt reduction. Funding for conferences, publications and media is limited to projects directly related to priorities in the Foundation's program areas.

If you are invited to submit a full proposal, the Foundation will require the following from your organization.

  • A list of funders to the project (where applicable) and the top ten current funders to your organization - with specific dollar amounts.

  • A list of the current Board of Directors.

  • A copy of the organization's current IRS determination letter as to 501(c)(3) status (where applicable).

  • If you have a fiscal agent, a letter from the organization confirming that they are acting on your behalf and describing their roll/responsibilities as fiscal agent and a copy of their current IRS determination letter as to 501(c)(3) status (where applicable).

  • Organizations outside the United States and without a U.S. fiscal sponsor must supply bank wire transfer instructions for payment of grants to their bank account.

  • The first three pages of the most recent United States tax return, Form 990 (where applicable).

  • The most recent annual report (where applicable).

  • The most recent audited financial statement.

International organizations that receive awards will be required to submit a signed affidavit stating that they will comply with rules similar to those of U.S. nonprofit organizations.
